The Terms of Reference of the review were announced on 14 December 2017. In January 2018, the Minister of Education appointed a 7 member Ministerial Advisory Group to identify opportunities for strengthening NCEA. The Minister picked people from a range of different backgrounds and challenged them to look for opportunities that would provoke, inspire, and encourage kōrero around the future of NCEA.
In August 2018, the Minister of Education announced a 10 member Professional Advisory Group to work alongside the Ministerial Advisory Group to provide advice to the Minister and the Ministry of Education on the NCEA review. The Professional Advisory Group is composed of current and former principals and teachers with extensive experience working with NCEA in a range of schools and kura.
The Reference Group is made up of representatives from key groups who have the range of skills and experience to advise on the review of NCEA. They are a mix of people who participate in, administer, deliver and use NCEA (including teachers, employers, peak bodies, education agencies, tertiary institutes, industry leaders, iwi and wharekura).

The Youth Advisory Group was set up to provide support and advice to the Minister of Education from a student perspective.
Their key role in the NCEA Review is to help the Ministry of Education test and validate their understanding of the student experience, and ensure that our approach will work.
